			<content:encoded><![CDATA[<p>In 2009, my unofficial gadget of the year was Pandigital&#8217;s PhotoLink One-Touch 5-by-7 Scanner.</p>
<p>In a matter of seconds it scans prints measuring up to 5-by-7 directly onto a SD memory card (or into a computer).</p>
<p>Well, Pandigital has taken it one step further with the PANSCN06 Pandigital Personal Photo Scanner/Converter.</p>
<p>What makes this year&#8217;s model different from last year&#8217;s is photos up to 8 1/2-by-11 large can be scanned almost instantly.</p>
<p>I knew before I even opened the box that I would be a big fan of this gadget for consumers but I went through the motions anyway.</p>
<p>From unpacking the box to scanning a few dozen images took less than 10 minutes. This included 8-by-10 photos as well as smaller ones down to wallet sizes.<span id="more-808"></span></p>
<p>Setup consisted of opening the box, plugging in the power cord and an SD memory card, and then hitting the power button.</p>
<p>Another great thing about the scanner is its portability. Say you take a trip to a relative&#8217;s house and they have shoe boxes full of old family photos. Taking along the scanner is a simple chore since it weighs about 14 ounces and measures approximately 10 1/2-by-2-by-2 inches.</p>
<p>Images can be scanned into digital JPG files at 300 or 600 pixels per inch with a 3800&#215;7200 24-bit color depth resolution.</p>
<p>The computer-less scanner comes with an AC power supply and a 1GB SD memory card, which plugs into the built-in card slot on the unit.</p>
<p>A sheet feeder is included for smaller or more fragile photos.</p>
<p>There is no software included, simply because you don&#8217;t need any.</p>

<p>With the crazy weather experienced almost everywhere, the Eton Scorpion is a great little radio/device that can come in handy.</p>
<p>The handheld, multifunctional device has a digital AMFM Radio with NOAA (National Oceanic and Atmospheric Administration) weather band and LED flashlight.</p>
<p>Solar panels can supply the power but in the event that the unit runs out, it can be run manually with a hand-powered crank.</p>
<p>A USB port also is built-in to power a cell phone or most any other portable gadget. Another handy port is for headphone or speakers, which also enables users to broadcast music from a connected iPod or other portable media player.</p>
<p>For easy hanging, there&#8217;s a carabineer attached and, believe it or not, it also has a bottle opener built into the side.</p>
<p>Also available from Eton is the American Red Cross Solarlink FR600 emergency radio.</p>
<p>This radio is a little bigger than the portable Scorpion and is more designed for home use.</p>
<p>It&#8217;s packed with all the necessary emergency features such as a flashlight, siren, self-powered digital AM/FM/SW/NOAA, S.A.M.E. weather radio, a flashlight, a 12-hour alarm clock and the multi-functional USB port.</p>
<p>For emergency related weather reports, the built-in S.A.M.E technology will provide location-based weather alerts.</p>
<p>A green LED-illuminated backlit digital display makes all of this easy to read.</p>
<p>It is also solar powered or by a hand-powered crank, which might make you ask how it works.</p>
<p>According to Eton, 90 seconds of hand cranking provides about 15 minutes of radio play.</p>
<p>The solar panel takes about 10 hours in direct sunlight to fully charge the radio&#8217;s battery for 10 hours of use.</p>
<p>Also, to make one short emergency call, just crank it for about 3 minutes.</p>

<p>I&#8217;m a big fan of any compact and useful gadget, such as Monster&#8217;s new Outlets to Go Laptop power adapter, which is way more than a laptop charger.</p>
<p>You can call this item a pocket-sized gadget, but it&#8217;s more suited for storage in any laptop bag for travelers on the go.</p>
<p>The adapter has a retractable plug to fit any standard wall outlet and has three AC outlets and two rapid charging USB ports built into its body.</p>
<p>With all of this, users will never find any wall outlet full and can charge or power multiple devices at the same time.</p>
<p>The outlet ports are separated from each, other enabling users to plug in the larger and bulky power adapters many devices demand.</p>

<p>To send the police department a tip via cell phone you must have text messaging capabilities on your cell and you must subscribe to a participating carrier.</p>
<p>To send a text find the messaging or SMS (short messaging system) option on your cell menu.</p>
<p>Compose a new message or text; enter 274637 as the mobile number you are contacting, or in the &#8220;to&#8221; field; in the body of the message type &#8220;LBPD&#8221; followed by a space and then your crime tip; then hit send.</p>
<p>Within moments you should receive a message with your unique encrypted identification number which starts the secure and anonymous text dialog.<span id="more-807"></span></p>
<p>To send a tip via e-mail log onto the LBPD website, http://www.longbeach.gov/police/default.asp, and click on the &#8220;submit a tip&#8221; box on the right side of the home page. That will take you to a link with a form to fill out and send to detectives from your computer.</p>
<p>For more information on the system check out the police department&#8217;s website or you can go to <a href="http://www.tipsoft.com" target="_blank">www.tipsoft.com</a> for a demonstration on how to use the system with your cell phone or computer.</p>
<p><span><span>LONG BEACH &#8211; The Long Beach Police Department wants your texts, and not the lol variety.</p>
<p>New technology purchased earlier this year allows residents to text and e-mail crime tips and &#8211; for the first time &#8211; allows detectives to send messages with questions back to the tipsters, and all anonymously, officials announced Friday.</p>
<p>&#8220;The potential of this new program is very good &#8230; (this) information can save us hours and hours of investigation,&#8221; Long Beach Police Chief Jim McDonnell said Friday.</p>
<p>The new technology, a computer software program purchased for an initial cost of $2,500 and an additional $1,500 each year thereafter, is called Tip Soft and is created by Anderson Software, the same company responsible for the Crime Stoppers Tip Lines.</p>
<p>Police departments such as the LBPD and the Los Angeles Police Department have purchased Tip Soft for the advantage it gives in allowing free-flowing communications between tipsters and police, said Lt. Lloyd Cox.</p>
<p>When tips come in, either through cell phone texts or online messages, they are assigned a random number to help detectives track the case or incident.</p>
<p>The tipster&#8217;s phone number or e-mail address is kept completely anonymous. It is also up to the individual sending the information to decide if a detective can contact them, while still remaining anonymous, with follow-up questions, Cox explained.</p>
<p>That is the crucial difference between Soft Tip and Crime Stoppers,</p>
<p>he and the chief noted.</p>
<p>&#8220;The bulk of our violent crime is gang crime &#8230; many people are not willing or comfortable giving their names when reporting those crimes,&#8221; McDonnell said. &#8220;This allows citizens, the people with the eyes in the streets, to let us know what&#8217;s going on in their neighborhoods while remaining anonymous.&#8221;</p>
<h3>Follow-ups crucial</h3>
<p>Equally important to that communication is the ability to clarify sometimes confusing messages sent to the police department, Cox said.</p>
<p>Often with the Crime Stoppers or the anonymous tip voice mail lines people leave information lacking important details.</p>
<p>With the soft-launch of the new software earlier this month, police have already contacted about 50 percent of those who have sent e-mails or texts to ask for more details, Cox said.</p>
<p>Officers have communicated with tipsters for as little as a few seconds or as long as a couple of weeks in following up on tips of narcotics sales and other illegal activities, Cox said.</p>
<p>The new software is designed to help detectives in various divisions with their ongoing cases and can lead to the launch of new investigations. The messages and texts sent in by alert residents are checked daily, Monday through Friday.</p>
<p>It is not a system to be used to report an emergency or to request a squad car to check out illegal or suspicious activity happening live. Those situations still require a call to 911 or the police department&#8217;s non-emergency line at 562-435-6711.</p>
<p>Police are hoping the new software will bring information from a broader spectrum of people.</p>
<p>&#8220;This is something that we think will be good particularly with younger generations who might rely on texts or (e-mails) instead of making a phone call,&#8221; McDonnell said, noting that many people who use text functions and e-mails can send messages in mere seconds.</p>
<h3>New technology wanted</h3>
<p>McDonnell noted he would like to see more technology brought into the city to help officers work more efficiently.</p>
<p>Included in his wish list would be audio technology that would track when shots are fired in an area and triangulate the area where the shots are coming from to help responding officers identify the danger zone.</p>
<p>With that technology the department would also like to use closed-circuit television cameras which could be programmed to sync up to the audio technology and zoom into the area where the shots are coming from.</p>
<p>Auto license plate readers could also be linked with the other equipment and used to log plate numbers of all vehicles driving in the area, or away from the scene area, McDonnell said.</p>
<p>&#8220;Cost is obviously always the biggest issue,&#8221; McDonnell said. &#8220;But with every month that goes by the cost of the technology gets cheaper.&#8221;</p>
<p>McDonnell said one example is the cost of high resolution cameras that work in low light situations and have powerful zoom mechanisms and are now &#8220;a fraction of the cost than they were five years ago.&#8221;</p>
<p>To those who might see the gadgets merely as flashy toys McDonnell points out the advantage the technology gives officers responding to dangerous situations, and the ability it gives investigators to track down criminals.</p>
<p>&#8220;This can save time and money and lives,&#8221; he said.</p>
